Some people told me that I could still make an account on stars with a fake ip and things like that.
Can anyone could tell me the process in doing that ? Also the fact of having a fake account means that I won't be able to withdraw right ?
I read on the net that i have to type in the cmd ipconfig/renew but i'm doubtful that will do it lol

What u read was the basic ipconfig then ipconfig /release & /renew.
It most likely won't do the trick.
Changing your mac works, allthough I don't know how to do it without checking google and I'm too lazy.

You cant..you would still need to deposit money from your bank, and you cant use that of your family :x
plus if you win money you would have to loose it to some one in a real way and that is sketchy to do
