Anime is just the way japanese people call cartoons really.. they stole it from the word animation.
Most people use the word anime as an indication to japanese "cartoons" but in reality it's just the way japanese people call it.
So in the end, South Park can be called an animation as well as a cartoon. Japanese people would probably call SP an anime [not sure about this, not too familiar with their habits and such] while foreigners call it a cartoon or animation.
A cartoon should actually be something of which every single picture in the movie / serie whichever is drawn by hand. Animations are usually massively computer enhanced, that's the big difference.
Anyway, guess I as a non-Japanese person would call this an animation.
Seeing as I think japanese people meant every animation with the word anime, pretty much everything falls under it. Not just japanese animations.
