there are no discounts on CSS servers,

The 13€ package is for a 10 slots public server 512 FPS and 100 tickrate.

If you want a low cost package take the basic one : private 10 slots 256 FPS 66 Tickrate that is 7€.
If you want 512FPS/100tickrate take a pro package private 10 slots that is 10€.


In both cases you can get a 10 slots TeamSpeak or Mumble server for free.
