A minority of games on Steam use DRM and can be installed only a limited number of times.You got your own account and if you buy a game, the game goes to your account and stay there. You can find the game in "Library" under your steam and install/uninstall it anytime you want to.

if you buy from steam can you still download the game whenever you please even after you delete it? how about cd keys? do they use them or wut?
And about cd keys, some do have them (for example: Doom 3, Doom 3 Resurrection of Evil).. all you have to do is go to your Library - right click the game - click on 'view game CD key'.
