Both clans must have all players online for the war. If 1 clan is short of players they will receive a forfeit loss, unless the other clan agrees to play in this situation: 4vs5, 3vs5 or 3vs4 (examples). This is possible to the lowest count 1vs5, but the clan with the overhand of players can refuse playing and take the forfeit win. This is allowed during and before the match.

This is not really what happened.
I'm not saying a rematch is the best thing to do. But if it happens, then a rematch versus no-escp has to be considered, since they thought they'd have enough with 8 points. Whether it's royal-no-escp again or HsS no-escp.

Or just let it be like this, which isn't cool also.

The match between HsS and no-escp was played after the match HsS vs royal. In this time between the matches the discussion was already done and the chances that the match would be replayed were very big. So, no-escp knew that the match from HsS vs Royal could be replayed, but yet they still decided to play vs HsS so early in the tournament. No-escp could have waited 2 more weeks before playing vs HsS because the match was scheduled in the last matchweek during the group phase.

This is the point I'm trying to make. As the situation is now (matches are played). No-escp though they'd have enough with 8 points, and as it is now, they have. By giving royal a rematch (which looks quite fair), you also take away something from no-escp imo.

Anyway, I won't, and I don't have the right to say more than this, which is merely an opinion. You two are the moderators and you'll have to make a decision that everyone should respect.

No-escp KNEW the match would be replayed. THEY KNEW that 8 points might not be enough. Because royal still had to play HsS again.
