processor is probably good enough, if you decide to change that you better buy a new pc (if you do buy a new one go for this: Intel Core i5-2500K = 3,3 ghz quadcore for 200 euros + possible to OC)
and ofc if you get better vid card you'll get better performance, tough that card is pretty fucking decent already
==> upgrade your ram i guess

He won't be able to run BF3 any better getting 8GB of RAM, 4GB is enough for any game atm. If he decided to get 2500K, he would also have to buy a new motherboard + DDR3 RAM which would cost 300€++.ram is cheap, only 40 euros for 8gb 1333mhz

If you don't have a branded market pc, you should overclock your Q6600. It can usually go beyond 3GHz with a little effort. You should be able to see some performance gain there. (Also SOF will run better!.)
450GTS is no beast but it should be able to run BF3 with decent settings. Overclocking the Q6600 is the priority here and after you've done that, you might consider upgrading your graphics card if you're still not satisfied. Overclocking your current graphics card could boost you with a few extra fps too.
