We have only 4 secondary teams signed up to date so making a secondary cup atm is pointless.
If we would add them to primary cup, we could just add them to existing groups and schedule,
without major changes to cup schedule.

imo if theres only 4 secondary teams you should make a 4 teams cup, which is start obviously from the semi-final
one game to decide who reach the finals, one game to decide whos 3 place and whos fourth and 1 game to decide the winner

No. For only 4 teams you should make a league system. Team plays againist every other team. By that system you get your winner.

i thought something like this

primary cup has 4 groups (each group has 3 teams) and 1 team from each group will drop out after the group stage

imo those teams who drop out, should play in the secondary cup (which would start after primary cup's group stage), so it would be 8 teams at secondary..
