The way you make butter is by boiling (just under boiling, actually) weed in melted butter with some added milk/water because the THC chemically bonds with the fat lipids in the milk/butter when heated to the right temp. Then strained to get the weed bits out.
You can do the same with chocolate milk. But just throwing some bud in your milk will not work lol

Why do we use butter? So the weed is equal spread.
It will work without. Made myself a 80gram cake once with 100 gram cakemix.. But ok I dont put 0.1 gram in my choco
