I think that the referee should've taken FP ss at start ( not sure if he did though , atleast haven't seen one ) and said to all that they must use FP. And if both teams didn't get FP , no match. That's how I would've done.

BTW, You can't load fp during a game, you can only close it during a game.
To load fp you need to close sof2 and open it.
