NL #1 vs NL #2
Fin #1 vs Fin #2
PL #1 vs PL #2
UK #1 vs UK #2

Once they played them (just give them a normal match week) we can start the actual cup with 12 countries, 2 groups with 6 teams? (Like they did in last Ice Hockey Olympics).

They can play in the secondary cup. So you're telling me you're willing to stall a cup just because you're missing one team, that's probably top 10 stupidest things i've heard. If you find a team that's willing to play then that's good, but what if no one else wants to play? Are you gonna wait until the 12th team comes?
