I think we could make 6-7 team pool and play 5-6 matches like last year.
Then top4 advances to the semifinals.
That is for the secondary cup.

I have an idea: Let the primary nations cup start first. When group stage is over let all countries that didn't pass it or #3 of groups, join the secondary league and that then starts.

Like what happens with nr 3 in champions league, that team goes to uefa league.
