cheater rules are like Bible and we are like Christians we will occasionally come up with
something there is absolutely no mention of in the original text

we had a talk concerning rule upgrade and we decided that if somebody does something lame
we will just discuss it and think of the ban for his actions instead of writing down every possibility
so something not being in the rules will not save you from punishment anymore.
Then we can apply this punishment whenever similar situation happens again.
