For a CTF cup I think we should look towards 1.00 or 1.03.
In demo it lacks numerous qualities that make it playable.

Try playing it on Full, like Howlin said.

It's way more fun than on demo when the settings are First Only + nades ofc.
And by this you'll get more clans/teams w.e.

And even if u can get only 8 clans it would be nice (2x4 groups, 2 advance per group etc.)
And at full you can choose between 5on5 or 4on4, 4on4 wars makes it easier to arrange (obv) and therefore less forfeits!

I'm not putting my time in a cup for full I mean if the full community is so much bigger and they have so many clans then why does a demo guy like me have to make a cup for the oh so mighty Full version? If some full clans wanna play in my cup then they are more than welcome but don't expect me to allow 3rd since we always play 1st in clanwars/cupwars. As you said 8 clans is more than enough and I'm sure I will get 8 clans or more for both cup ideas on demo (5vs5 CTF / 3vs3 CO)

Make the cup based on demo, just on a full server. Since its a gold-like cup, full servers can provide you with a way more easier way of setting up wars, very useful admin commands.

Firstly, I never said you should do it. Just sharing the idea.
Secondly, full isn´t that active anymore and the same goes for demo. Together you´ll have an active cup.
Thirdly, full has RPM mode etc for wars, which is a lot better than the demo style.
And I am certain 90% of the demo players will enjoy full when it comes to first only and nades included.

And like I said before, I would make it 4on4 CTF. This will decrease the forfeits and easier to arrange.
