Set your graphics to the lowest and set rate, snaps, maxpackets and hunkmegs to the correct amount. But I don't really know all the commands off by heart because I have a decent PC and run all my settings at the max and still easily get 125+ FPS. The only commands I would recommand are:
com_maxFPS 125
snaps 20
rate 25000
cl_maxpackets 100
fx_countscale 0.25
com_maxFPS 125
snaps 20
rate 25000
cl_maxpackets 100
fx_countscale 0.25
