Windos 7 Stuffed my sof2

i have just got windows 7 my @fairplay works i can not get sof2 full screen now it just plays in small screen can same help me please

i have just got a rented server today and need to set up db web admin fast because i do not want to give out rcon pass to people

here is my problem

YOU MUST CHMOD config.php TO 777 BEFORE CLICK Install!

what do i do here i do not want to stuff things up

and then when i fo install aftr i put the information and click install i get
