remember long time ago when there was a mod (like rpm) called admin mod and it had 3rd cross by default, imo u get worse aim with it but still pro players like herman used to use it so i bet it give advantage to some and no advantage to some.
if this is a 3rd cross, whats the use of using a black 3rd cross? at roof if u got the black sky its kinda useless lolz

3rd cross only helps in a really small way, it gives a small direction which way you should aim.. it doesnt work with leaning or anything. it doesnt even give you an exact aim.

if that was directing 2 me, then my response is that we all have agreed 2 let 3rd be allowed, when it 1st came out (no idea were it came from) but everyone was happy about it, not many people whined and now 3rd is just as natural as 1st in full

This is more a question of what's allowed and what's not allowed on full by the majority of players.
We classify "3rd cross" as a cheat on full, and 3rd as no cheat since it has been accepted by more than half of all the players on full.
Imo, when I tested that 3rd cross by max it gave me more advantage. This other cross kinda sucks, it's only useful in close combat.
