i3D.net and 2k3 are not to blame because where they buy internet are actual Routing Companies and it depends upon the type of companies regarding how much their ping fluctuates and goes up/down regularly or times-out.
Level-3 in this regard doesn't have any of those problems until its your ISP that causes it:
You can ping the following IP addresses:
nl1.v1servers.com ( Fully Level-3 with AMS-IX backbone )
nl2.v1servers.com ( Fully Level-3 with Global Crossing and AMS-IX backbone Transit )
I'm sure you won't be pinging high on any of those. External ping test through cmd would be better
i3D has Level3 & Global crossing. inhouse (in our datacenter)
Some issues are related to the ISP's themselves.
For example UPC (NL) is sending their clients from Rotterdam to London then to Hamburg then back to Rotterdam.
Edit: Seems to be that the UPC issues have been solved.
Just send your traceroute to info@i3d.net and we will see what we can do for you.
We might be able to force your route through an other transit.
