i dont think theres any solution for this, person x hacks, gets busted and fucks it up for his brother also.. simple as that. its not like a community (i dont think ESL, CB or any other big organization has rules for these cases, the bans always apply on guids) would set whole new rules for people who play from the same pc, u just have to adapt to the situation and play clean 
raul-rax is the only case anyway.. doubt theres another pair of brothers playing sof (read cups) on the same pc
