I don't see any GOOD reasons why there shouldn't be a 2nd league. The playoff system is complete bullshit as we know that any of the #2 teams is not going to win the nation's main squad.
If we have enough participants why just cut the whole cup smaller? If you want to raise the activity in the game the perfect way would be to let the ones that aren't on the highest level also play in a cup and a second league for a NC would be perfect for it.
We all know that Team Est has an active 2nd squad and i bet that BE, NL, North-America and some other nations could do it too. Hell...BE and NL could even have #2 and #3 both playing in the 2nd league.
This would just give the lower-skilled players also a chance to have some fun and play competitively.

You could have a different management for the 2nd league if you can't handle 2 leagues by yourself too.

well, me and tom are not going to host any second league.
if you want to do that, you will have to set up something on your own..
